Opposition fails to amend national budget bill


PHNOM PENH (The Cambodia Herald) - Seven opposition lawmakers failed to amend the national budget bill for 2013 which is scheduled to be debated by the National Assembly in early December, sources said.

The opposition lawmakers had been seeking to prevent external borrowing by the government.

Cheam Yeap, chairman of the National Assembly Commission on Economy, Finance, Banking and Audit, said he agreed with Finance Minister Keat Chhon not to accept the request. He said the commission would soon clarify its position.

National Assembly President Heng Samrin will soon chair a meeting of the assembly's permanent commission set the agenda for the full session of parliament, the source said. The bill will then be ratified by the Senate and sent to the king to be signed.


Sam Rainsy Party lawmaker Son Chhay said the decision not to accept the opposition request amounted to discrimination.

He said the opposition was seeking to curb external borrowing by the government, boost customs revenues and raise taxes on land concessions and casinos.

Son Chhay said the commission should "meet and explain to us the reason for not accepting our request" which he said would have benefited Cambodian citizens.
