Authorities say the Sunday morning blast damaged nearby buildings and shops.
There has been no immediate claim of responsibility for the attack.
However, Sunni Islamist insurgents tied to al-Qaida often attack security forces in an attempt to undermine Shi'ite Prime Minister Nouri al-Maliki's government and stoke sectarian tensions.
Kirkuk, an ethnically mixed city some 250 kilometers north of Baghdad, is home to a mix of Arabs, Kurds and Turkomen, who all have competing claims to the oil-rich area.
